Pakistan is a significant target of terrorism emanating from Afghanistan, with 17 out of 23 terrorist organizations specifically focusing on Pakistan. Prominent groups like TTP, Jamaat-ul-Ahrar, and Baloch terrorist organizations lead in spreading terrorism from Afghanistan to Pakistan. Al-Qaeda primarily targets Europe and America from Afghanistan, while Tehreek-e-Islami Turkmenistan focuses on China, and IMU targets Uzbekistan. Jundullah spreads terrorism in Iran, and ISIS targets Europe and America from Afghanistan. Additionally, Hizb ut-Tahrir and Jamaat-ul-Ahrar are involved in spreading terrorism within Pakistan. Afghanistan has been reported to provide financial support to terrorist organizations in the region.

The TTP, in collaboration with Afghan support, played a central role in the increased incidents of terrorism in Pakistan. Despite previous successes like Operation Zarb-e-Azb and Ridd al-Fasaad, the TTP experienced a resurgence after the Afghan Taliban assumed control. According to the Asia Pacific Forum, from 2015 to 2020, due to Pakistan Army operations, attacks on the TTP consistently decreased. However, since 2020, TTP attacks have been on the rise, reaching 237 in 2022, resulting in 389 Pakistani casualties.

Notably, all suicide bombers in Pakistan over the last two years were reported to be Afghans, indicating the TTP's strong support from the Afghan Taliban. The United Nations has expressed concern about the region's increasing instability under the Afghan Taliban, stating that the promises made in the Doha agreement to address terrorist groups and avoid becoming a security threat have not been fulfilled. The UN report highlights a complicated and uncertain security situation in the region since the Afghan Taliban assumed power. According to the US Representative for Peace Program, the TTP remains active in Afghanistan, contributing to terrorist training and fundraising activities.
